The Principal Training Program, authorized by AB 75 (Chapter 697, Statutes 2001), Education Code Section 44510, provides incentive funding for local educational agencies (LEA) to provide professional development for school site administrators using State Board of Education (SBE) approved training providers. Academic achievement of students is the top priority of the education system in California. SB 374, introduced by Senator Jack O'Connell and effective January 1, 2002, amended Education Code sections 64000 and 64001 to require each school to consolidate all school plans required by programs funded through the Consolidated Application into a single plan, known as the "Single Plan for Student Achievement."

AB 466 (Chapter 737, Statutes of 2001) establishes the Mathematics and Reading Professional Development Program. This grant program provides funding for professional development in mathematics and reading/language arts.[to top]


The API provides a tool for establishing academic growth targets for schools throughout the state and for monitoring each school’s performance annually.[to top]



Education Code Sections 52055.5 and 52055.51 allow the State Superintendent of Public Instruction, with the approval of the State Board of Education, to impose various sanctions on II/USP schools that made no academic growth in each of two implementation years. One alternative is to require the district to enter into a contract with a School Assistance and Intervention Team. [to top]
